**What type of PR is this?**

**What does this PR do / why do we need it**:
1、将Initialize中setdevice以及创建context的接口移到LazyInitialize中，在创建stream的时候调用，其中明确指定device id的确实需要device,防止没有set导致使用0卡，对于指定device id的进行set
2、aclinit配置defaultdevice,可以不setdevice的时候使用相关需要context的接口
3、由于aclinit在Initialize中调用，部分接口在没有调用该接口时会getdevice，此时ACL_ERROR_RT_CONTEXT_NULL会返回0卡
4、lazysetdevice支持参数，可以及时更新local,用于判断device是否已经set
5、当前setoption依旧在Initialize中，配置ACL_OP_INIT_MODE=1且不使用aclop配置可以实现lazy_init不再初始化卡
6、由于torchair图模式中部分子线程使用device未setdevice，导致default device影响之前流程，暂时通过环境变量控制torchair场景不使用default device
