**What type of PR is this?**

**What does this PR do / why do we need it**:
1. 问题一：export_chrome_trace和export_stacks在新CANN包下会从parser_config中取db相关的chrome_trace/stacks的解析器，但是db相关的chrome_trace/stacks的解析器没有，parser_config.get(Constant.Db).get(self._analysis_type)会返回None，导致for parser in None报错；
2. 问题二：在多卡数据离线解析时，如果设置的最大进程数小于卡数时，会出现destroy db报错；
3. 问题三：单采NPU的数据时，logs文件夹下会有很多关于找不到torch op的ERROR，单采NPU时，不应该去找torch op，应该提前增加对activities的判断。

**Which issue(s) this PR fixes**:
1. 问题一：在parser_config.get(Constant.Db).get(self._analysis_type)时如果找不到chrome_trace/stacks的解析器，给默认值[]；
2. 问题二：在close db的时候把conn和curs设置为None；
3. 问题三：在找torch op之前增加对activities的判断；
4. 问题四：get_file_data_by_tag方法传入的参数类型是FileTag类型，该方法给定的参数类型为Int，修改get_file_data_by_tag方法的传参类型为FileTag
