从 drawio 开源项目中，抽离出 webapp 纯前端模块，进行二次开发

(1).vicc is the IDE over C/Asm/C++/Java/Make etc programming languages. (2).vicc is implemented by shell frontend to call vim-7.4, ctags, cscope and many vim-plugins such as pathogen,taglist, omnicppcomplete. (3).So far vicc is working on Linux-64bit text terminal with bash-shell, and it can work in without GUI environment on Linux-64bit. @2018-05-20
