**What does this PR do / why do we need it**:
重构vllm-mindspore打patch入口代码：
1. 新增patch文件夹文件，按V0/V1/Common分类，便于后续V0相关代码删除，以及vllm-ascend相关patch拓展；
2. 去掉冗余import；
