补齐openEuler各仓库中/英文README文件（翻译）

【背景描述】
通常，开发者和用户要了解某个开源项目，会首先去看项目的README文件。README文件应该明确地告诉大家，项目是用来做什么的，为什么大家应该使用该项目，以及如何安装它、使用它。openEuler目前共有162个软件仓库，其中10个仓库缺少中/英文README文件，需要补充对应的中/英文README文件。

基于中文/英文README文件内容，并根据《How to Write a README》和《Tips for Translating Web Content》，补充对应的中/英文README文件内容。具体需翻译的README文件网址，请见附件。请将翻译好的中/英文README文件（以Repo名命名）上传至translated-README：https://gitee.com/openeuler/globalization/tree/master/translation-projects/README-optimization/translated-README
