Dockerfile中使用Ubuntu 21.10 版本已废弃，建议使用LTS版本

【特性描述】
更新Dockerfile镜像，使用LTS版本。

Ubuntu 21.10（代号 Impish Indri）已于 2022年7月14日 正式结束生命周期（End of Life, EOL），成为已废弃的版本。

建议适配Ubuntu 22.04 LTS 或 Ubuntu 24.04 LTS （偶数版本号 + .04 一般为LTS版本）
