Adding core PMU support for Sapphire Rapids

This patchset has 5 SPR core PMU enabling patches.
Without this patch set, SPR core PMU events is not supposed to be supported in 5.10 kernel.

KABI check for this patch set shows following message, which means this patch set is KABI
compatible with upstream openeuler/kernel OLK-5.10 branch.

Here the 'union perf_sample_weight weight' has the same size as 'u64 weight'.
Userland can apply either the old PERF_SAMPLE_WEIGHT sample type or the
PERF_SAMPLE_WEIGHT_STRUCT sample type to retrieve the sample weight. The old
KABI is still valid after introducing the new sample type, which means the
old KABI is still obeyed.

The second change just extend the reserved the mem_rsvd field, which also
means the old KABI is not impacted.

Test:
With this patch set:

Without this patch set, it returns event "not supported":
