1. Fix SVE and SME crash on the transform dialect

This PR fixes a bug that happens when the SVE or SME Dialect is used inside of a trasnform schedule. An example to replicate this bug:

```

which produces:

```
LLVM ERROR: Loading a dialect (arm_sme) while in a multi-threaded execution context (maybe the PassManager): this can indicate a missing `dependentDialects` in a pass for example.

Note: This example it's just to showcase the crash, it does nothing useful.

With this fix both dialects are registered inside the transform dialect and the crash is avoided.
