【问题原因】
1. 当postgresql.conf里面存在include 'postgresql.base.conf'这种配置(即嵌套引用其他配置文件)时，备机执行全量build，会删除掉备机本地的postgresql.base.conf，而主机在备份时会备份主机的postgresql.base.conf，最后传到备机上解压后，备机的对应文件就变成了主机的，导致相关配置被修改，数据库无法启动或异常

【解决方案】
1. 经评审决策，因嵌套配置的方式非标准且无具体设计规格限制（对可嵌套的文件数量和嵌套深度都没有在资料中规定指出），同时考虑到其他场景下的前向兼容性（单机或手动修改配置 搭建而成的该场景），在全量build时对该场景进行限制
2. 执行全量build (gs_ctl -b full) 或不指定-b模式的自动模式build时，如果走到全量build分支中，对postgresql.conf中是否嵌套包含其他配置文件进行检测，如果检测出符合条件的配置，报错提示退出。提示中告知用户该场景不在全量build中支持，如果仍需要配置为该场景，可以手动移出嵌套的配置文件，修改postgresql.conf，添加-q参数执行build，build完成后恢复对应的修改，再启动数据库

Which is not supported by full build. Please move out the nested config files from xxx and comment the 'include' config in postgresql.conf.
You can add option '-q' to disable autostart during full-build and restore the change manually before starting gaussdb. 
gs_ctl receive FATAL, it will exit
