In this PR, we support more strict checking of override equivalent signatures for functions with optional parameters.

For example, defining function like `function foo(a:Int, b: string = "a", c: Int = 30) : Int { return 1; }` means that we have simultaneously defined the functions with signatures including  `function foo(a:Int, b: string)` and function `foo(a:Int)`. Thus, this PR checks override equivalent signatures for all those signatures and throws a compile time error (`TypeError: Function already declared`) when found other function with the same signature (e.g., `foo(a: Int, ...b: Int[])`).
