fix the bug that the execution of es2abc may be stuck when using cache files generated by old version of es2abc · Pull Request !1612 · OpenHarmony/arkcompiler_ets_frontend

## Problem
There is a such scenario when developing apps in IDE: developer builds hap using an old version of SDk, and then make an incremental build using a newer version of SDk and the remaining cache files of old version.
In this scenario, the cache files may be invalid, and the execution of es2abc could be stuck.
## Reason
In the implementation of es2abc, the generation of cache file(.protoBin) is depends on the generation of abc. When the job of generating abc finishes, it will send a signal to the job of generating cache file and try to wake up it. When using cache files generated by old version of SDK, the incremental build may fail in generating abc and throw a exception, thus the signal will never be sended, and the job of generating cache will alaways wait for the signal.

## Solution
When the generation of abc fails, we send the signal as it successes. At the same time, we give the message to tell developers to clean the old cache files.
