This PR is to fix the following issue(s):

**Reason**

Reason is provided at the linked issue description. In short: tests fail because they cannot find a file whose path is hard-coded.

**Description**

As a solution, it is proposed to take the path to the assembly folder using the сmake variable СMAKE_CURRENT_BINARY_DIR and build the path to the es2panda executable file relative to it.

**Test scenarios**

1) Build the project and ASTVerifierTest tests:

```
cd $ARKCOMPILER_DIR/runtime_core/static_core/ 
mkdir -p build && cd build 
cmake -GNinja -DCMAKE_BUILD_TYPE=Debug .. 
ninja-j 24 
ninja es2panda_astverifier_tests
```

2) Run tests:
```
cd bin-gtests/ 
./es2panda_astverifier_tests
./es2panda_public_test
./es2panda_checker_tests
./es2panda_astdumper_tests
./es2panda_union_normalization_tests
```

Expected Behavior: Tests pass successfully

3) Run this tests on CI

Expected Behavior: Tests pass successfully
