Add builtinType support · Pull Request !345 · OpenHarmony/arkcompiler_ets_frontend

1. Add support for builtin types: 
    1. Builtins type will have fixed typeIndex from 21 to 100, pretty much like primitives.
    2. TypeIndex for user-defined-types will be starting at 101 instead of the previous 51.
    3. for .d.ts files, an option `-b` was added to record coresponding types as builtin types. If no `-b` was specified, it will be recorded as user-defined type even if its text matches the builtin type list.
2. Fix folloinwg issues:
    1. Add modifiers of "async" and "asterisk" for function/method.
    2. Record whether 'this' was used as a parameter for function.
    3. Record class type even if its not instantiated, in case statical properties access.
