1. Reduce the size of Ins structure

### **Issue**

### **Reason**
Measurements show that despite of sufficiently small size of Ins structure (192 bytes + approximately 60-80 bytes of possible extra data) they demand a bulk of memory usage in bytecode emitter because of large number of such objects being used.
For instance, for standard library compilation about 324000 allocations of Ins objects required.

### **Description**
Reduce the size of Ins structure from 192 (+ about 70 extra data) to 72 bytes in total.
