Fix the missing CTE for Function Type Assignment · Pull Request !6378 · OpenHarmony/arkcompiler_ets_frontend

**Reason:** 
CTE was missed when an assignment problem about reassigning after defining a function type variable occurs.

TypeError: Type '(p: Double) => void' cannot be assigned to type '(x: Double|undefined, y: String|undefined) => void' [tmped6pwl3m.ets:3:7]
TypeError: Type '(p1: Double, p2: String|undefined) => void' cannot be assigned to type '(x: Double|undefined, y: String|undefined) => void' [tmped6pwl3m.ets:5:7]

and
```
foo = (p?: number):void => {}
```
should also trigger CTE because Type '() => void'/'(p？: Double) => void' cannot be assigned to type '(x: Double|undefined, y: String|undefined) => void', but compiler successfully.
