Add support for lambda default param w/o type

Reason
Crash in defaultParameterLowering when lambda parameter has no type but default value.

Description
When funtion parameter has no type, the function generation logic prints an error.
There is a condition for ArrowFunctions to prevent printing this error, but it causes crash in defaultParameterLowering.

In ETSParser.cpp:ParseFunctionParameter
```
    } else if (!isArrow && !isOptional) {
        LogError(diagnostic::EXPLICIT_PARAM_TYPE); // Log is prevented by isArrow condition
    }
```

It causes crash in defaultParameterLowering.cpp:TransformFunction since no log is created but it is expected to be.
```
        if ((param->AsETSParameterExpression()->TypeAnnotation() == nullptr)) {  // #23134
            ES2PANDA_ASSERT(ctx->diagnosticEngine->IsAnyError()); // Crash occurs in here
            continue;
        }
```

I have checked Typescript, it actually supports such behavior for lambdas. I have added implementation, so it does not give CTE
