### Description
This PR fix three fuzz crashes.
1.
```ts
export type L<T9 = () => T>
```
Crashed, Because in `ScopeInitPhase`, the `ETSFunctionType` does not has scope when it is the `Default`, add `CallNode(typeParam->DefaultType());`  solves crash

2. 
```ts
try{}
catch(a){
    let a = 1
}
```
Crashed, because `a` does not added to the binding of the `CatchScope`, Override the `FindLocal` function in `CatchScope` to correctly find the `catch param`

3.
```ts
interface I {
    set text(s: string)
}

class B implements I {
    text: string = ""
    s : string
    this.text = s;
}

function main() {
    let ins: I = new B();
    ins.text = "He";
}
```
crashed, because `text` is not property of class `B`, it is setter function, but the search result was property, which enters invalid code path. Fix the if condition, and remove unnecessary ASSERT
