### 需求背景/Description

### 问题现象&&分析/Reason 
The following code crash:
Case 1
```
class C {
    public C;
    public C: "+v)"; // change the tstype of variable 'C' to 'string literal type', which is unexpected.
    public constructor() {}
  }
class D extends C{} // Here the tstype of variable 'C' is 'string literal type'.
```
Case 2
```
function foo<T extends Record<string, A>>(record: Record<string, Partial<T>>){

}

foo({})
```

### 修改方案/Scheme
Case1:
Now invalid or dummy nodes obtaining after parsing don't have associated variables at all, that leads to incorrect AST and multiple reported errors in AST verifier. Need to create and bind [special]? variables for them with default TypeError set[?]. Why can't we directly check the 'Id'? During the process of resolveIdentifier, we might obtain the wrong variable, which breaks the consistency between the variable and its tsType. see wrong_variable_binding.ets for more details.
Case2:
The type parameter T has a constraint that is an typeError, so when we instantiate it, it will be inferred as the never type. When creating the PartialType type, we need to handle this situation.
