### **Reason**
The compiler failed to recognize rest parameters defined as tuple types, leading to a crash when calling functions with such parameter definitions. This was caused by a lack of proper validation logic to check the compatibility between the actual tuple arguments and the rest parameter's tuple type, resulting in an invalid call to the `GetElementTypeOfArray` function when mismatches occurred.

### **Description**
To resolve the compiler crash caused by rest parameters defined as tuple types, the following changes were implemented:
1. Added support for recognizing rest parameters explicitly defined as tuple types, allowing the compiler to properly handle such parameter declarations.
2. Introduced a validation check to compare the length of the actual tuple arguments with the length specified in the rest parameter's tuple type.
3. Returned `false` when a length mismatch is detected between the actual tuple arguments and the rest parameter's tuple type, preventing the subsequent call to `GetElementTypeOfArray` (which would otherwise cause a crash due to invalid type handling).

These changes ensure that the compiler can safely process functions with tuple-typed rest parameters and avoids crashes by validating argument compatibility upfront.
