Fix failed to operate file of length over 260 issue on Windows · Pull Request !776 · OpenHarmony/arkcompiler_ets_frontend

On Windows platform, when building app in DevEco Studio, if the length of the path of a js/ts file is too long(which means the length of the path of its corresponding .protoBin is equal/over 260 characters), it will report error "Failed to create/open" and failed to build abc and the whole app.

**Description:** 
This PR fix compiling issue "Failed to create/open" when the length of the file path over 260 characters on Windows platform.

> In the Windows API, the maximum length for a path is MAX_PATH, which is defined as 260 characters. A local path is structured in the following order: drive letter, colon, backslash, name components separated by backslashes, and a terminating null character. For example, the maximum path on drive D is "D:\some 256-character path string<NUL>" where "<NUL>" represents the invisible terminating null character for the current system codepage.

And to resolve it, we can add `\\?\` prefix before a path to specify it's a long path.
> To specify an extended-length path, use the `\\?\` prefix. For example, `\\?\D:\very long path`.
