**Some details regarding the implementation**

The primary goal of this patch is to implement only the necessary features in time to be able to fix some CTS tests - due to deadline. The implementation should be changed to a general solution, affecting the parser, checker, lowerings too - which is a somewhat bigger work. This patch itself is usable on it's own, but this implementation strategy won't be a good approach for the general case (in this, we'll need a new 'TypeParamInstantiation' node to be parsed, as we should be able to instantiate any expression with a generic function type explicitly). Also related to memory size, a new pointer in identifiers which is most of the time empty is unnecessary. The value of the changes here is mainly the CTS tests, with the consideration that the solution will be changed in the future to the better one.

Explicitly specifying the type parameters a function reference should substitute type argument types into the function signature.

Implement the substitution for identifiers.

Test scenarios (new, modified, affected functions):
build, runtime tests, cts tests, astchecker tests
All required pre-merge tests passed. Results are available in the ggwatcher.
