### **Issue**

### **Reason**
迁移场景中，plugin:@migration/all 仅暴露 ~16 个父级规则，检查器内部会按方向/语义产生多种子规则（如 sdk-api-num2int、arkts-array-index-expr-type、arkts-interop-d2s-object-literal 等）。
现状无法：
查看全部子规则列表；
对子规则进行一对一开关或提级/降级；
在保证正确性的前提下按需执行以节省性能。

### **Description**
本 PR 实现了迁移规则的细粒度一对一开关、按需过滤执行与可观测导出，并保证默认完全兼容（关掉新开关时行为与现状一致）
主要改动：linter/src/lib/HomeCheck.ts（主流程/观测导出调用）
linter/src/lib/CommandLineOptions.ts、linter/src/cli/CommandLineParser.ts、linter/src/cli/LinterCLI.ts（CLI 开关传递）

验证点
生成 <outputDir>/flattened-rules.migration.json、file-effective-rules.migration.json、issue-stats.migration.json（开关开启时）。
在 user-rules.json 把某子 ruleId 设为 0/3，再次运行：
上述导出与扫描结果同步变化；
设为 0 的子项不再产生告警；
某检查器所有子项为 0 时，该检查器被跳过执行（日志可见）。
关闭开关时，不生成观测文件，行为与基线一致。
