### **Issue**
[#ICX1S7:[Bug]: array creation with Rest-only parameter constructor fail](https://gitee.com/openharmony/arkcompiler_ets_frontend/issues/ICX1S7)

### **Reason**
Because of a function declaration mismatch and inaccurate constructor detection logic, the code failed to properly handle classes with only rest parameter constructors, leading to both compilation errors and incorrect runtime behavior.

### **Description**
Added precise checks for different constructor types to properly distinguish between parameterless constructors and rest parameter constructors. Generated appropriate code (new Class() or new Class(restArgs)) based on the actual constructor type.
