Fix abc inconsistency while generating merged abc by es2abc · Pull Request !870 · OpenHarmony/arkcompiler_ets_frontend

Fix abc inconsistency while generating merged abc by es2abc in the following 2 scenarios:
1. generate same merged abc with same input files.
2. generate same merged abc with proto cache or without proto cache.

The reasons for abc inconsistency in 2 scenarios respectively are:
1. when generating merged abc, the input programs is not sorted. Random order of programs merge makes abc different each compile.
2. when genratating proto caches, `panda::pandasm::Function`'s member `slots_num` is not serialized to proto, causing abc generated from protos are different from the origin.

Tested scenario in sdk:
1. compile fangtaobao using es2abc in release/debug mode, with/without cache, merged abc is the same.
2. compile fangtaobao using ts2abc in release/debug mode, merged abc is the same.
