arkcompiler_runtime_core 发行版

This is a new release of ArkTS language specification. The change log is following:

**Major changes in the specification:**

- Removed: Differences between primitive value types and boxed primitive types is eliminated from the language (Number is the same as number)
  - Boxing / unboxing terms are not used anymore
  - Object is a supertype of all types (except nullish types null and undfefined)
  - (1).toString() can be used (increases common subset)
- Added: The first draft of the concurrency specification is added

**Other changes in the specification:**

- Removed: launch is deleted from the main spec, corresponding API is a part of the standard library now
- Removed: DynamicObject type is deleted, corresponding info will be added to the interop specification
- Updated: Empty enums are supported (increases common subset)
- Updated: keyof is restored (increases common subset)
- Updated: Syntax for constructors changed to focus on semantics (increases common subset)
- Updated: enum constants can be of long type (increases common subset)
- Updated: Type alias is allowed in ambient
- Updated: Const expressions may include enumeration constants
- Fixed: switch statement semantics
- Added: export default expression is added (increases common subset)
- No type Function was added into compatibility section

**Structural changes in the specification:** 
 
- Types
  - Deleted sections: Types by Category, Numeric Types Hierarchy (text moved to appropriate places)
  - Deleted section: Boxed Types
  - Added section: Keyof Types
- Conversions
  - Deleted sections: Boxing Conversions, Unboxing Conversions
- Experimental
  - Deleted sections: Create and Launch a Coroutine, Promise Class, Awaiting a Promise
  - Deleted section: Enumeration Types Conversions
  - Deleted section: DynamicObject Type
- Implementation details:
  - Added section: OutOfMemoryError for Primitive Type Operations
  - Deleted section: Methods for T[] Types
- TS Compatibility:
  - Added section: Absence of Type Function
  - Deleted section: Overriding for Primitive Types
