## REASON
Provide a lightweight debug tool for RefBase. Users of RefBase always make some mistakes on the usage of RefBase. And it is hard for us to debug, only if using ASAN. But, under ASAN, it is hard for devices to do pressure tests. So we need a lightweight debug tool to deal with the problem.

## DESCRIPTION
Help developers track life time of refbase. This feature is controlled by macro.
1.Developers can enable this feature globally or singlely.
2.The trace can also be printed immediately or at the end of lifetime.

We also do some work for developers to enable these feature without changing source code.
1.Building arguments, which is "c_utils_debug_refbase", "c_utils_track_all" and "c_utils_print_track_at_once", have been added.
2.Users can control these features by adding "--gn-args".

## TEST
New unit tests(named with "testRefbaseDebug") have been added. They can run even if debug feature is not on. Users can experience this feature by enabling this feature, running the test and catching the log.
