### Reason (Purpose, Solved Problem)
llvm-build/ohos-build sanitizer lib building unification;
llvm-build/ohos-build fuzz lib building unification;
llvm-build/ohos-build c++ lib building unification.

### Description
Replace crt and runtimes' libs building to ohos-build building.

**Modification**

1.Change build_crts、build_runtimes of build.py to action mode;
2.Add llvm_build/BUILD.gn, using action's args for build;
3.Using ohos' cflags and ldflags when using ohos-build;
4.Add args --build-libs-flags，which kind of flags for build_crts and build_runtimes 
（OH：only use OH flags；LLVM: only use llvm flags；BOTH: both use llvm and OH flags）;
5.Add args --build-libs, build libs from OH action(e.g. build_crts_first_time).

**Using OH flags**

1. Only use llvm flags:
 **Command：**  `python3 ./toolchain/llvm-project/llvm-build/build.py --build-libs-flags=LLVM`

2. Only use OH flags:
 **Command：**  `python3 ./toolchain/llvm-project/llvm-build/build.py --build-libs-flags=OH`
 
3. Both use llvm and OH flags:
 **Command：**  `python3 ./toolchain/llvm-project/llvm-build/build.py --build-libs-flags=BOTH`

**3.Images test**

Replace clang-dev-linux-x86_64.tar.bz2,libcxx-ndk-dev-linux-x86_64.tar.bz2 in packages to llvm、llvm_ndk and libcxx-ndk of prebuilts/clang/ohos/linux-x86_64，then build images and ohos-sdk.

1.Compiled images, and start them on RK3568. The basic functions are OK（√）
2.Compiled ohos-sdk, replace the SDK in the IDE，build demo hap，and start it on RK3568（√）

**4.LLDB test**
LLDB test git apply patch from https://gitee.com/openharmony/third_party_musl/pulls/1141

**LLDB IDE test**

Replace lldb-server（out/llvm-install/lib/clang/15.0.4/bin/arm-linux-ohos/lldb-server）in SDK（sdk\openharmony\9\native\llvm\lib\clang\12.0.1\bin\arm-linux-ohos），build native demo hap，and start it with debug mode. It test both in OH flags and BOTH flags.

**6.OH system benchmark test**
Using DevEco Testing to do OH system benchmark test for 2 hours, the images is build from **3 Images test**
