Deduplicate strings in the _hilog_ section

### Description

This patch introduces deduplication for strings in the _hilog_ section by enabling the UnnamedAddr property for global variables in this section. Additionally, the _hilog_ section is now categorized as SectionKind::getMergeable1ByteCString() to allow merging of identical strings at the ELF level.

Key Changes:
clang/lib/CodeGen/CodeGenModule.cpp

Updated setNonAliasAttributes to set the UnnamedAddr::Global property for global variables in the _hilog_ section.
llvm/lib/CodeGen/TargetLoweringObjectFileImpl.cpp

Modified getELFKindForNamedSection to classify _hilog_ as a mergeable 1-byte C string section (SectionKind::getMergeable1ByteCString).
These changes ensure that strings in the _hilog_ section are deduplicated at the ELF level, reducing redundant storage and improving runtime efficiency.
