### Reason (Purpose, Solved Problem)

When compiling for aarch64 targets without clearly specifying a subtarget (e.g. `-mcpu=cortex-a57`), or if the `cortex-a53` subtarget is chosen, Clang will implicitly instruct the linker (LLD) to apply a workaround for Errata 843419, which results in correct code at a performance penalty. For chipsets where the CPU is known not to be Cortex A53, yet it is desirable to keep the code as generic as possible, we would like to avoid the implicit penalty imposed by Clang.

### Description

This PR adds a Clang driver option `-mno-fix-cortex-a53-843419` to suppress the implicit linker option for workaround the errata. If a user is certain that the compiled binaries are not going to be run on Cortex A53-based systems, the user can specify this option to get better performance from the binaries.

Clang's default behaviour is not changed.

### Test (Local test)

A regression test case is provided in the PR.
