提交之后可以编译成功。
`switch-to-the-new-httpclient45-ECF-provider_2.patch`用于修复另一个报错。
上述5个patch进行了架构隔离，不会对其他架构造成影响。

### 公共代码部分
#### Disable org.eclipse.releng.tools for non-bootstrap
由于OE2403不包含eclipse-egit以及eclipse-jgit，在设置`%global bootstrap 0`进行非bootstrap编译的时候BuildRequires会出现问题，所以移除了BuildRequires中的这两个包。
由于目前org.eclipse.releng.tools模块只在bootstrap模式下进行了移除，所以将disable两个`org.eclipse.releng.tools`module的操作移到bootstrap判断之外，使非bootstrap也能进行构建。
#### Rename javax to jakarta in org.eclipse.platform.doc.isv
在bootstrap构建时不会出现，但是在非bootstrap构建时会出现问题：

修改了`eclipse-feature-plugins-to-category-ius.patch`之后解决，不影响bootstrap构建。
