修复 create_image.py 无法导入 pango 的问题（兼容 PyGObject） · Pull Request !17 · src-openEuler/nototools

### 问题背景

根据 [Issue IBQBV1](https://gitee.com/src-openeuler/pango/issues/IBQBV1) 反馈，当前脚本使用了早期 `import pango` 的写法，该方式依赖已废弃的 PyGTK/pycairo 绑定，**在 Python 3 + PyGObject 环境下无法运行**。

### 修复方法

- 替换 `import pango` / `import pangocairo` 为 `from gi.repository import Pango, PangoCairo`
- 增加 `gi.require_version("Pango", "1.0")` 等版本声明，避免运行时 PyGIWarning
- 将原有常量风格（如 `pango.STRETCH_NORMAL`）迁移为枚举风格（如 `Pango.Stretch.NORMAL`）

### 兼容性说明

- 修改后的代码适用于 Python 3.6+ 和 Debian/Ubuntu 等系统中使用的 PyGObject（`python3-gi`）绑定。
- 不影响其他非 GUI 功能模块。
