### Reason (Purpose, Solved Problem)
Tsan can't see the atomic operation in this interface. To avoid false positives, we intercept it and do an explicit Release after the user code.

### Description

Tsan can't see the atomic operation in call_once. So we intercept it and do an explicit Release after the user code to avoid false positives

### Test (Local test)
1、demo

2、Tsan default test: There is no new failure, and the newly added use cases can be passed.
